Eligible voters include members of Bagmati Province Assembly and chiefs and deputy chiefs of local levels.

Voting begins at 9 am and ends at 3 pm.

In the by-elections, Home Minister Ram Bahadur Thapa from the ruling CPN (UML), Krishna Gopal Tamang from the Nepal Workers Peasants Party and independent candidate Khim Lal Devkota are vying.
